We have four toilets. The fill valve is an essential part of any toilet because it controls the fill rate which should be around 10 seconds.  If a fill valve is older than 10 years or so it needs to be replaced, and they are very easy to replace--no tank removal, just a wrench.  They are also very inexpensive-- around 12 bucks.  A runaway toilet costs plenty in wasted water so as a word of advice--replace all your fill valves.

If the fill time exceeds 10 seconds you need to replace it.  If it does not shut off cleanly you need to replace it.  If it looks moldy you need to do it.
