The world is divided up into 24 orange slices or meridian lines 15 degrees apart starting at Greenwich, England going east and west.  The time zones cluster around these meridians and the meridians typically fall in the middle of each time zone.  The arrangement makes good sense because noon is close to the time when the sun passes overhead.

But the zones are somewhat arbitrary and subject to land masses, politics and convenience.
